However, the regime remains under review on a three-weekly basis, leaving scope for government to act ahead of Christmas if it considers any action is necessary.
Were there to be a pre-Christmas update, it would likely be announced on 9 December, with any changes coming into effect in the week beginning 13 December.
Shapps described the update as "another boost" for travel, with it coming despite a new wave of Covid infection sweeping across much of central Europe. Several EU nations have reintroduced Covid mitigations in recent days, most notably the Netherlands, Austria and Germany.
"Travel update: there will be no countries or territories added to the red list. We will continue to keep all measures under review," said Shapps in a tweet.
He added: "From Monday, proof of vaccination will be recognised from 15 more countries and territories including Ecuador, the Dominican Republic, Senegal and Zimbabwe, another boost for business and leisure travel."
The red list was reduced to zero at the start of the month when the seven remaining countries on the list – Colombia, the Dominican Republic, Ecuador, Haiti, Panama, Peru and Venezuela – were removed.
However, Shapps confirmed the regime – and that of hotel quarantine – would be held in reserve as an emergency measure to guard against new variants of Covid-19.
"We will keep the red list category in place as a precautionary measure to protect public health and are prepared to add countries and territories back if needed, as the UK’s first line of defence," said Shapps in late October.
