New candidates rose by 18%, while the number of people being placed into jobs increased by 7%.
It is the first time there has been an increase of both jobseekers and placements over a month since May.
However, both new candidates and placement numbers were down on October 2022.
The number of jobseekers dropped 19%, while new candidate numbers declined by 63%.
In October, meanwhile, new vacancies fell back to reach their lowest point in six months, but Barbara Kolosinska, C&M Travel Recruitment managing director, remains optimistic about the current employment landscape.
She said: "The last time candidates and placements both increased in the same month was back in May, so there are lots of positives to take from these figures. In particular, it’s great to see a healthy rise in new jobseekers.
"As we enter the start of winter, we’re unlikely to see a big increase in recruitment until the new year.”
She added: “But January is always one of the very busiest months for recruitment with a much-increased level of competition for the best candidates – meaning there are real opportunities out there right now to take advantage of the quieter market and secure great talent in time for the peak season."
