The plans could come into force before the end of October, as ministers look to scrap expensive PCR tests and replace them with more affordable lateral flow / Antigen tests in time for half-term.
However, according to The Times, health secretary Sajid Javid is said to be concerned that relying on people to declare their results could encourage lying about positive tests.
He has proposed that people take lateral flow tests in video conferences while supervised by a health adviser from a private firm. A "senior source" reportedly said the proposal was at the "extreme end" of the government’s plans.
It is also thought that ministers will open up travel to red-list destinations, such as Mexico and Indonesia, on Thursday (7 October). The number of countries on the list is expected to be cut from 54 to about a dozen.
